Maybe I'm misunderstanding what forking does. Does it not create my own copy of the repo for me to do whatever with?

I'm new to github. I've downloaded the windows app and have forked a repo but I'm not sure I quite understand how to sync. I thought forking was grabbing my own copy, but when I sync it appears to be syncing to the owners copy and thus I do not have permissions.
