Does github have any tools for post-commit code review? Say someone shows me their repository for a project they have been working on for 6 months built from many many commits. How can I have a conversation with them about things that I think should be changed? Issues seem rather heavyweight for smaller things.

Or is it only possibly to make pull requests from repositories that were created by clicking the "fork" button?

Let's say a friend and I create a git repository locally and make a few commits. I then tar up the repository and e-mail it to a friend. My friend extracts the tarball, creates a repository on github and then pushes to the repository on github. Now friend creates a branch cool_feature and pushes that to github. Now at this time, I decide that maybe I should post my code to github. I create a repository

Well I don't even need to disable it. I just need to switch it to sms mode or setup an app on my new phone.

I can probably fix it myself because I am still logged in on two other computers. I just don't have access to those computers right now.

My phone died and I have misplaced my 2fa recovery code. I have a new phone with the same number, but the 2fa app is not setup properly yet. Am I screwed? Or can I get my account switched to sms authentication somehow?
