Not sure how recent this is, but if you had it before, it must be something that changed after you initially added it. Unfortunately the only way forward is to not use any custom secrets with names that start with GITHUB_ and to update the workflow.

holgersson: we handle graylisting well if it's implemented well (temprary error, not permanent error). And the fact that this started about the time when microsoft bought github (actually a little before iirc) is correct but unrelated, it's part of anti spam measures we implemented at that time.
